Probably fine. Some heavier games might lag a bit because you're running a haswell-class CPU at 3.1 ghz.
If you're using an AMD GPU just set the graphics backend to Direct3D or Vulkan.

If you are only interested in dolphin, a dual-core Intel cpu like the g4620 might be a little faster, as it doesn't ever take advantage of more than 2 cores.
Of course, other games may suffer if they use more than 2 threads, so another option may be a 1300x for ~15% more performance (3.5 base 3.7 turbo) for $20 more.
The radeon 460 should be more than fast enough to do higher IRs too, so no problems there.

Did you ever buy all of this? Not a direct Dolphin issue but I heard rumors of that GPU you chose not being powerful as other 560's and the company not being good for support...
If you didn't buy it yet check this GPU out. Or any other 560 around $120-130 besides that one.

If you want OpenGL perfoemance keep in mind that the 1050 (not the ti version) has near the same performance or better in most PC games for aprox $10 cheaper. (Doom vulkan is one I can think of that the 560 is faster in). Though for dolphin emulation either card will work fine as others have mentioned.
