I had been using the latest stable build for quite a long time, but recently I downloaded the latest dev build because I messed up my SYSCONFIG file and also ubershaders.
For some reason, I am now seeing a quite large speed decrease.  I used to get full speed on any of the games I had, GC, Wii, or anything else.  For some reason, using the dev build, I now get between 60 and 45 fps, depending on some factors.  I don't know why.  I haven't changed any settings from before (besides toggling some things to try to fix the problem, although none of them worked, so I set them back.)

Here are my specs/Dolphin version.
ASUS ROG GL752VW
i76700HQ @2.6GHz
GTX 960M
16GB RAM
Physical HD, 1TB

Dolphin 5.0-5667

I will list my settings below.  For completionist's sake I'll list them all, just in case.

Thank you in advance to anyone who can help
Use D3D instead of OGL if you´re interested in Ubershaders. LLE *shouldn´t* be needed.

Also, try disabling the "dumping frames" option.
Take the steps in this order and check after every step if it fixed your issue:

1. Use D3D if you're using Ubershaders
2. Use HLE instead of LLE, unless you are running any homebrew software nothing will change except much higher speeds in games
3. Use Cubeb audio back-end
4. Dumping textures will be a heavy toll on any machine so turn that off
5. Be connected to AC since you're using a laptop
6. Make sure your windows power options are set up to High performance
7. Update your videodrivers to the latest version (2017-10-29): https://us.download.nvidia.com/Windows/388.00/388.00-notebook-win10-64bit-international-whql.exe
8. Make sure your laptop is using the nVidia GPU instead of the Intel one in the nVidia control panel
9. Make sure your nVidia GPU is set to Prefer Maximum Performance
10. Make sure Batteryboost is turned off in Geforce Experience
11. Make sure Dolphin is set up to use the nVidia GPU.

Step 3 is already the case, I always use AC
Step 4 is already the case, I always use the same profile
Step 5 is already the case, I check every month
Step 6 is already the case
Step 6, 7, and 8, are already the case.

Will reply back today with results of the other steps.

Added a few extra steps which I just remembered, see previous post.
I have exactly the same problem here!
Using an i7 4790k with SLI Nvidia 970 (All overclocked).

I changed everything possible, including all suggestions here but my frame rate goes from 43 to 60 fps.
The 5.0 stable has a smooth frame rate, but breaks at some moments for not using ubershaders. The opposite is happening on last 5739 version.

I'm making some tests here all day, most on first Mario Kart Wii race (Luigi race).

Can anyone please help me?!
Dolphin is a really good emulator and as a Nintendo fan I'm very excited about continue using it! Thx!

I've modified steps 1-4 as suggested, testing with Super Mario Sunshine now (was my previous test subject)

So far, full speed, though this is Sunshine which runs at 30fps.. Let's try a different game...

Super Mario Galaxy 2

Faster, but still going between 50 and 70fps (speed limit at 110)  I am not sure why.  Is there anything else I can do?

SMG series is hard to emulate in any case because of XFB or EFB emulation and even fast computers still struggle with it when an effect appears that use it (I have heard especially when the sun/corona's appear)

Doesn't excuse the fact that I used to get full speed, with minimal stutter.

That probably has to do with that the old version was less accurate than the new one...
