Nvidia Optimus - this is where your issue is. Though fixing the "issue" (your laptop manufacturer would call it a "feature") is easier said then done.
Make sure your power options are set to "High performance" in your windows settings, otherwise it might clock down your CPU...
Also make sure that you created a profile for Dolphin in nVidia Control Panel and put the Power setting there to prefer maximum performance as well as choosing the 1050 as preferred card.
Lastly also make sure that in Geforce Experience you haven't turned Battery Boost on, which will make your videocard clocked lower.

That was the secret sauce man, thanks! Once I disabled that it worked as smooth as on AC.
