I hava a computer with a I5-4690K processor and run linux.
I try to run dolphin but my GPU does not support OpenGl 4.4 so it is not fast and glitcy.
i have a ATX case and searched for a budget GPU with hdmi, pci x16 and openGl 4.4, but every time i find something and search for revieuws i get negative respons.
What is a good GPU for running dolphin on 1080p (under $100 if possible)?

uh your GPU should support GL 4.4, but you are right in that the Intel iGPU would be slow on Dolphin.
The AMD RX 550 should be what you're looking for. I can find it for around 70-80 USD and AMD has pretty solid Linux and Vulkan support. GL perf is also better on Linux for AMD.
They have negative reviews because they don't max PC games at 1080p, basically, which is all anybody cares about. If all you care about is Dolphin, then it'll run fine at 1080p. And PC games will probably run fine at low settings.
A Nvidia GTX 750 Ti or GTX 1050 will handle everything you need, and is around $100
The cheapest ones I could find of those are no less than 120 USD.

The DDR3 730 is a junk card and all varients of the 710 are worse
The GDDR5 730 is a ok card (especaially for a lot of dolphin at native but I am doubtful about 1080p)

I did a search on pcpartpicker.com for those cards, and the low prices are due to promo rates/rebates/etc

I would recommend the GT 1030 instead of the GTX 750 Ti, it offers roughly the same performance while consuming less power and it's also from a newer architecture...

but i have a
PCI Express 2.0 x16 and the card needs a
PCI Express 3.0 x16 (uses x4)
will that be a problem?
and can this card output dolphin in 1080p @30/60fps? (how can i see this?)
