Okie. Well I'm still available to test the changes, however I can't test r7 anymore, as I've switched to a nougat device running r12.

First of all, Galaxy s8 phones would need to start supporting what Dolphin needs.
Try to use the version 5.0.1650, you will see the magic on vulkan. Unfortunately I've noticed an valid argument on build 5.0.1653 on vulkan and ogl, this argument makes graphics glitch on RS 4. On version 5.0.1650, vulkan or opengl works fine and for me is the better version.
