I'm not talking about newer phones that already have been released, I'm talking about phones that might get released years into the future. The phones that currently exist simply don't have graphics drivers that are good enough (not to mention that even the currently fastest phone is on the slow side when it comes to GC/Wii emulation).

Because we removed a hack that was preventing us from making progress with other parts of Dolphin.

By the way, please google for ppsspp and "dual source blending". They have the same issue with mobile vendors, just in fewer games.
