Bear in mind there's a good chance that it's going to be a driver bug - Dolphin is one of the more complex 3d applications ever run on phones (which /tend/ to be focused on running angry birds efficiently) and thus seems to uncover more issues than you'd hope for.
Not guaranteed though, but if it doesn't reproduce on another platform it's likely a driver bug, and reporting upstream (to qualcomm and/or the device manufacturer) would be the only path forward. It's also not likely a good path forward, as many device manufacturers seem uninterested in fixing these bugs, and don't allocate any engineering effort to actually triage and pass along these bugs. And I'm not in communication with any QComm engineers to try to bypass this. So the end result is there's a good chance you're stuck.
Hopefully, if enough people start shouting about this stuff to the correct channels (IE the device manufacturers) they'll start listening if they think they're actually losing custom.

The other big problem is that dolphin has little money behind it. I remember Croteam when they were trying to accomplish universal Talos Principle availability (which under OpenGL becane impossible) they said Qualcomm was "very help" and "many of the driver bugs were fixed in upstream releases". I think these companies are just being super elitist, and have zero standards for anything that doesn't immediately reap a profit
