No, it's an IPL setting. Unfortunately the Android GUI doesn't expose it.

Does it depend on wii vs GC? I seem to remember games usually have the option in settings.

Wii uses the SYSCONF setting, and GC uses the IPL setting. Other than that, there aren't much of a difference between how the two consoles handle it.
I've never seen a GC/Wii game have a language option available in-game (except for language options that control e.g. only the voices, like in PAL Xenoblade Chronicles). I suppose that games that support languages other than the ones that the IPL/SYSCONF setting supports would have a reason to have an in-game setting for language, though.

I have Dragon Ball Z Tenkaichi 3 pal and game is on english how i changed? Thanks

You'll need to find dolphin's settings .ini and change it there.

On dolphin.ini i changed SelectedLanguage = 0 for SelectedLanguage = 3 (3 is Spanish) and game works on english ;(

Sorry, but that setting will only work for GameCube games, not Wii games. I'm not sure if there currently is a way to set the Wii language without editing the SYSCONF file.

Choosing the language of gamecube and wii games:
This option works since dolphin 5.0-2023 and won't work with the stable 5.0 release.
For gamecube games:
[Core]
GameCubeLanguage = (Choose a number and put it here for the language you want from the list below.)
0 (English or Japanese will be picked depending on the region of the console/game)
1 (German)
2 (French)
3 (Spanish)
4 (Italian)
5 (Dutch)
For Wii games:
[Wii]
Language = (Choose a number and put it here for the language you want from the list below)
0 (Japanese)
1 (English)
2 (German)
3 (French)
4 (Spanish)
