windowed mode made no difference and I am using the american version of the game
and my vps won't go anywhere above 91 percent
Odd, I have to admit, I'm all out of ideas. You set your computer to High Performance. You set your NVidia 3D settings to Prefer Maximum Performance. You're using the suggested graphic settings. You tried enabling/disabling dual core. I honestly don't know what else we can suggest Undecided
Thanks for trying anyways mate!

it was set to all the way up then I put it to 25%, made no difference. but I had it on then when I was running the game I turned it off and it went to 60 fps. I still get a ton of lag when it comes to certain events such as the bridge and moving from one area to another

Well that would do it! Turning it up increases what Dolphin has to emulate, thus increasing the demands on your computer. Turning it down can have the opposite effect, since Dolphin is emulating less, but it can cause bugs. Well... turning it up can also cause bugs, but it's less likely too!

Those use Bounding Box, so it makes sense that would be more intensive. Keep it on Vulkan or OpenGL for speed on Nvidia hardware, and other than that I guess you'll just have to deal with it. Bounding Box is really difficult to emulate accurately. :/

umm.... it had the same lags when I disabled bounding box
