I have tried both 5.0 stable and 5.0-4446. Whenever I try to open it, it immediately closes in less than a second. I have tried updating my graphics driver, downloading Visual C++ 2013 runtime, without any results. Any ideas on what's going wrong?
You need to download the 64 bit 2015 runtime. There is a link above the development versions.

I tried to and it said that I had it already.
Uninstall it and then reinstall the 2015 runtime.

Should I uninstall just the 2015 one, or should I also uninstall all of the other ones? There's a ridiculous number when I look at my programs list. I tried to uninstall and reinstall the 2015 one and it didn't work.

Just an empty text file with that name? If so, yes, it does.
dolphin uses vs2017 now, the 2015 redist is unrelated.
