Right but I can't do that from the command line as it stands right now correct? is there some other way of launching NAND titles from a gaming front end application?

Yes, not possible currently, because Dolphin itself is unable to do that (so frontends can't do it either)

Oh, I didn't know it was possible to do so from the CLI, thanks for the correction!
Yeah, I plan to make it work with just the title ID instead of a path to the TMD (so that it will automatically use the right NAND root and hide internals from users)

So how can I track development changes so I know when I am able to launch NAND backup titles from the command line?

According to LPFaint99, you can currently launch NAND titles by "launching" their TMD:
dolphin-emu "<path to your NAND>/title/XXXXXXXX/XXXXXXXX/content/title.tmd"
