I appreciate that huge post but I think you're really underestimating the situation. I have a top tier PC that I keep perfectly maintained. Every component runs cold, stability has been verified and besides that these same glitches were reproduced even under stock settings. The only factors that matter here are: Windows 7, Vulkan and Nvidia. No one on AMD has confirmed the same bug. Hell, no one even confirmed it on Nvidia.
At this point I don't know what to do. Asking people to PLEASE try this and confirm it is like pulling teeth. No one has stepped up and offered to even try. I can't do this alone. I've reproduced the issue on multiple Windows installs on the same hardware. I've detailed the steps to reproduce. I just want someone else to confirm it. Everyone seems to keep insinuating it's my fault or my setup but no one else has proved otherwise. It's just getting annoying.
Also the fact that installing Windows 10 fixes it tells me it is not my hardware but the software instead.

It's not like people are actively avoiding testing stuff - silence pretty much always means "No problems here!". But the chances of someone having exactly the same setup as you are pretty low.
Also, have you reported it to Nvidia yet? *
(* Though I'd expect the crash reporter has automatically already sent off anything useful to MS, you never know...)

If your system are stable then & tested like you said, something goes wrong with compatibility in your hardware, try some other nvidia driver, or the driver version I prefer.
Also the settings I provide you its faster & softer way to run & test dolphin, if vulkan crash with that settings you cannot go further. (this settings its not perfect to play games nether recommended)
You are not the only one with CPU 7700k & Asus 1080ti combination buddy a lot of people in this forum running same builds.
ofc motherboard & ram play huge role, something is incompatible getting you crash..
Testing Emulator or Testing PC Games/PC Benchmarks its a Day/Night.
(Emulators is always heavier cause trying to Emulate the Console System Plus the Games) -Include lot of coding-

Probably because relatively few people are still using Windows 7 and those that still do mostly have older hardware, so they won't be finding this issue you just said doesn't happen on 10. This shouldn't happen anyway, but I'd imagine it makes reproducing it harder.

Vulkan doesn't even show up on a 9600m GT, it is first supported on the 600 series at least 6 generations of GPU's later.
