Likely just Dolphin being bad at booting NAND titles and not creating/updating that file :/
I plan to rewrite the NAND title boot code, which may fix the issue.

So it's just some bad code, do i need the file for anything important?
It's a file created/updated by Nintendo's SDK, so ideally you shouldn't be messing with it at all.
Does launching the title from the System Menu work? (assuming you have all IOSes installed)

With or without the file they launch from the system menu just fine. With it though certain virtual console games don't launch from dolphins gui properly. It will launch the black health and safety warning screen then take me to the system menu.

issue tracker.

What would you recommend i title this issue lol?
Actually, it's probably fine to not file any new issue. I had already opened one another NAND titles not being booted properly at all, and your issue is just yet another consequence of that.
