This isn't any kind of mod, cheat file or hack, just a clean save file for PBR. this is my personal file from my legit copy of the game, the save file has all of the 1st through 4th gen Pokemon and none of the tournaments have been completed yet.

I have an even better file if you're interested! All Pokemon have competitive builds, savefiles "Red" and Blue" have all the Pokemon but have not been played, while "PKTOPIA" has been fully completed.
