Having full VPS but non-full FPS is the scenario in which frames actually can get dropped. Did you mean that you shouldn't see any gameplay slowdown (rather than frame drops) as long as it's staying at 100%?
As I understand it, as long as VPS stays at a constant 60-100%, then the game is playing at 100% speed. I don't mean the fps can't fluctuate, but you shouldn't see the game constantly slowing down, unless it's expected in the game. As I said, I'm playing the game at a constant 60-100% and I don't have any sudden slow downs while playing the game.
I learned this when I reported DL3D having a lot of fluctuating FPS and the devs told me that if VPS shows a constant 60-100% then it's playing at full speed & that the games fps can fluctuate during gameplay, but it's still playing full speed. Same with DL3D, I noticed the FPS fluctuate a lot, but the game still seemed to run full speed the whole time

EDIT: Ok, upon playing it some more, I noticed that the game seems to fluctuate in speed. For me, though, it seems to start playing way to fast. When playing a regular circuit race, it looks like it's going almost twice as fast as it should be. Nothing in the FPS or VPS indicates that it's running to fast, but when I get up to full speed, it feels like the frame limit is turned off & it's playing the game as fast as my PC can run it

Even with SSAA disabled, the game still runs way to fast for me. Plays as if I disabled throttling and it's playing as fast as my computer can run it. This only happens during the race. Cut scenes play at normal speed
Sometimes it will play to fast right when the race starts. Other times, it will play fine for a while, then suddenly start going super fast. Esp if I crash and it resets the race car back on the track, the game will then suddenly go into warp speed
I was having problems with nfsu too. Doesnt seem too demanding, but Works pretty bad. Havent tried again in a while.
I have an 4790k and gtx1070.
Ok, I just played it on 5.0 stable and it seemed to play fine. So when I have more time, I'll try to dissect which build this problem starts happening. Oh fun
Ok, here is what I've found out. On build 5.0-619, there was a glitch that caused the game to run extremely slow right when you launched it. The game only ran at about 2 FPS. As of build 5.0-845, it fixed the slowness, but then caused the game to run very fast when you run a race. I hope this helps

strange, I've been playing the game on the latest build, and it seems to run absolutely fine...
When you get to the race options, choose "Go Underground" and start a race. If it doesn't feel like it's going to fast, sometimes it will take a little while, then suddenly start running as if you disabled throttling. Sometimes it happens if I crash, and they show the car being put back on the track. Once I start going again, it runs way to fast. I've tried different video back ends. Adjusted about every video setting. Disabled Dual Core. Nothing seems to fix it.
And, again, from my testing of the different builds, I noticed the problem occurred around build 5.0-845

no I've been playing for a few hours now and haven't noticed anything strange.
Maybe unrelated, but I do feel that the framerate in NFS Carbon is strange, but this might also be that the game uses variable FPS.
