I know there are applications out there that can use the extra horsepower of the latest ATI and NVidia graphics cards as CPU power.

Define "latest". I have a Radeon 4890.
that's what the openCL plugin will be for. i dont know about ATI, but as far as nvidia goes, you need a geforce 8 and above to use it.
opencl isn't going to be included as a plugin >_>, it's going to be included in its core and you'll be able to turn it on and off (if your gpu supports it)
