Hmm... Disable Stereoscopic 3D. That just might cause this if one "eye" is being sent to your display.
EDIT: Looking at the video, it *has* to be that!
And please keep cheats and freelook off while testing this!

Free look is still off, OpenGL is selected, Cheats are off, and turned off Stereoscopic 3D, dunno why it was on -.- i dont do VR, i figured since nothing was selected it wasn't activated, but that is what it was problem fixed thank you very much

Yeah, weird things happen sometimes. Just earlier today I was playing a game and it was stuttering a lot. I couldn't figure it out. Then I checked and noticed that the video backend was on D3D. I SWEAR I didn't change it, but none the less it happened. So I switched it back to OpenGL and everything worked smoothly again
