Exists or is in plan UWP version of Doplhine?
No to both. It does not exist, and no one is working on it or has indicated interest in working on it. You are welcome to work on it yourself though!
Is nobody going to address the fact that there is no emulation software in existence named Doplhine
I gave up on trying to sort that out. I have no idea why they keep doing that, but eh. Shouganai

I have been doing some research after this guy, because somehow I felt like he is up to no good. That is how I found out others that he created on different emulation sites asking for sourcecode or hounding developers to create a UWP image even if the dev's don't feel like it will ever run on the xbox1 (or x1x) He goes even as far as doing this for PCSX2, CEMU, RSPX3 and the likes. My best conclusion up to now is that he is somehow related to this shop or to the owner/dev of the site (http://www.siteleaks.com/www.xb1emu.com) who is also the dev of the main emulator on this shop (https://twitter.com/mobwi), and might try to sell the applications on there.
Dolphin is licenced under the GPL. That doesn't stop anyone selling it as long as they provide links to the source code for free.
