I dunno, probably no better/worse than Windows 7. I personally just run whatever the latest version is for whatever OS I'm running for a number of reasons.
I'm not sure if the windowed frame pacing issue still exists in 10.
Just so you know, W10´s interface is an "hybrid" of W8´s and 7´s (Modern and Aero).
I can´t tell if your issue does happen in 10... I mean, OGL is somewhat slow on AMD GPUs, and my rig isn´t as powerful to make things worse.
If I upgraded to Windows 10 I could use DX12 instead of OpenGL.
I always wanted to upgrade to Windows 10 but I'm not sure about leaving good old Windows 7 ..
