I did the same thing as you, and I get the random language thing as well but at least it works. However, performing a Wii System Update still gives me error 32007.

Error 32007 usually means that there is something wrong with the connection. Maybe try again later? Is keys.bin copied to /Wii? If it works then why are you trying to update the wii system menu?
I'm still having issues too, I thought it was because I was using a USA Sysmenu then switched to PAL but seems this is not the case
Ive deleted all the folders in my Wii folder, apart from the .pem files and the title folder (For saves) and I get the error on the shop channel too, saying the last reigon was USA and is now UK, I just cant get it to work

Did you follow the guide I made?

It's not that I need to update, but it should work anyway. I have a feeling the keys.bin isn't being recognised, even though it's in the right place.

You have to format the Wii Menu's memory. Remember to copy or move your savegames before you do that

The IOS used by the System Menu version you're running must be installed on the NAND, otherwise you'll always get an error 32007 or 32014 when trying to do an online update (System Menu 4.3 uses IOS80, for reference). Formatting the NAND through the option in the System Menu settings won't change anything.

I had IOS80 installed but I still got the error. Then I formatted the NAND and now everything works! Wii Shop Channel works (and I'm able to redownload stuff from my actual Wii) as well as System Updates. However, whenever I open or close Dolphin I get 2 errors: "Section IPL.PGS not found in SYSCONF" and "Section IPL.E60 not found in SYSCONF".

I have no idea what ive done, but I have the USA shop channel working on the PAL menu although I get a error when it starts up, think im gonna leave it like that if it survives a system update...
EDIT: Its still not working, the channel sort of works but the channels i download from the store dont work!
That's because you're on the wrong region shop...?
