Which one of these would perform better in Dolphin? And is the G4560 unlocked by any chance?
I am about to build a budget computer and was planning on getting a G3258, but I seen that the G4560 was hyperthreaded, so I thought maybe it would be better for general PC use.

Edit: Now that I am looking on Amazon, it looks like I can only see the G4500/G4600 processors.

Nope , there is only 1 unlocked Pentium and that is G3258
G3258 was a budget king but now that tittle no longer belong to G3258 but the new Pentium kabylake lineup
G4500 is Pentium Skylake (No HT)
G4600 is Pentium Kabylake (2 cores 4 threads) as you can see it in the list :

G3258 can be overclocked up to 4.2GHz with stock cooler and that should be as fast as the new i3 7350k @ 4.2GHz in Dolphin
G4600 @ 3.6GHz is as fast as Core i3 6100 @ 3.7GHz (100MHz doesn't make any difference)
Now let compare i3 6100 @ 3.7GHz to i3 7350k @ 4.2GHz

The i3 7350k won by a small margin (8.03 mins vs 8.33 mins ) . So what does this mean ? G3258 @ 4.2GHz is slightly faster than G4600 , you won't notice much difference between the two in Dolphin .
if you compare both CPUs at stock speed , G4600 is obviously faster
Not to mention G4600 has HT , basically an i3 6100 on steroids . It's a better choice for gaming

Thanks - that really helps out a lot! Since the G4600 is a new processor though, is there a budget motherboard that is compatible with it? Since the processor is not unlocked, I would assume that a budget motherboard (if one exists yet) would be fine paired with it.
I'm fine with updating the BIOS - however isn't a compatible processor required to perform the update, or is it able to be done using something like a USB drive?
Download a bios update from manufacturer site and put it in a USB drive . There should be some soft of software that allow you to install Bios to USB drive
Connect it to your new PC and reboot -> Go to bios screen -> Update Bios / Flash Bios whatever -> Backup your old Bios in case if sth wrong happens -> Update new Bios (Do not turn off your PC at this point otherwise your mobo will not work anymore )
There is risk . Not sure if it's worth saving $26 ...Maybe you should buy that MSI B250 instead
Edit : I double-checked on those two mobos (MSI B150 vs Asrock H110M HD
S) just to make sure . MSI and Asrock haven't released a bios update for them yet ...

I think the issue here is that the computer won't even be able to boot into BIOS without an update, and if you're gettibg a new mobo for your computer, how are you supposed to get the bios on it? You current processor won't fit either!
It really doesn't strike me as plausible, considering the last time I did a bios update I had to be in bios to do it (yes, it was on a flash drive. Doesn't do much good if it can't get into bios to update it!)
So it does not post huh? Didn't know that . I thought you would be able to get into the BIOS menu without an update
I tried Devil Canyon(Haswell refresh) on an older mobo (Z87) and it could boot into bios just fine . I thought that would apply to other chips as well ...Well , I was wrong then

Yeah, just did a quick search and general consensus seems to be that the skylake motherboards won't Post with the Kabylake processors, as I had already suspected. So the only way to update it would be to put in a skylake cpu, update it, then put in the kabylake one.
Which defeats the point of trying to save money I'd say.
