As for the difference between the i3 and the Pentiums, on Intel's Ark pages, the only difference is that the i3 runs faster and has the AVX instruction, which is good for video encoding tasks, and Dolphin uses it to do some math faster. I would say that the extra couple dollars would be worth it.

Edit: I have twoish more questions. Is an H110 chipset and a 1x4gb 2400mhz memory good for Dolphin (and PCSX2, if anyone knows)? Would I benefit from having 2x4gb in dual channel mode or is 1x4 good if the machine is only meant to be used for emulation?
Dual channel RAM is always "better", however, it's usually by only a small margin.

As for the H110 chipset, I would recommend against it, because it cripples almost everything and will affect how fast the CPU can interact with the other components on the board and limit your memory configurations. I recommend to go with a H170 board instead.
