Yes, but OC'd e8400 will better, thats why it's recommended to OC your CPU because stock frequencies are usually not enough to satisfy demanding apps such as emulators. If I were building a PC for dolphin/pcsx2 I'd go with the cheapest i7 and OC it.
5770 is a great card for a bargain price. I would go with 2 in crossfire or one 5870.

SSBB and Z:WW for sure. Z:TP in most areas yes. Dunno about pokemon but I heard it works with some issues. DBZ should be playable.
You may always encounter fps drops, crashes, glitches etc. Emulation is a hard task and it won't be perfect any time soon.

No, that virtual cores, hyperthreading marketing stuff won't help here, and no, its not worth waiting. I still recommend getting the cheapest i7 and OC it. Will beat all of those i5's.
problem is x58 Motherboards are expensive , I mean , really more expensive than P55 ones .
But you are correct i7 will blow i5 , plus you would be able to upgrade to i9(same socket) when the times come .
Go for a i7 920 !
