So that's super weird
if I put the bottom editable float at 0 the rotate (top line) begins to work like an in/out.

Yeah, the rotate vs in/out seems to be little unpredictable as they affect each other probably. The up/down works as expected tho.
I can also make you a code to test camera values separately if it'll help. It would permanently sit at whatever angles you put and you could update it via AR

Yeah, that would probably help a lot, it is kinda tricky right now, but doable and worthy for sure.

Use with sideview position code, and the sideview camera option, as they likely affect it.

I was able to override the camera's left/right panning and calculate it directly from the puck position. It centers the center and is sensitive on the far sides. Let me know what you think and if I need to add any of the old camera behavior back in.

Wow, this would be great! Hm, but will it override the "scale zoom" values, that makes the camera zoom in on the sides? I guess yes because it sounds like you do all this manually now. I'll be available to test it all in a minute. This will be interesting.
So I think its already a lot better than it was! Nice job.
If we can make the camera movement little less sensitive to the puck movement to prevent some of the jerkiness thus simulate human controlling it, maybe add some lag/delay to the movement?

Also, please make the pan little less extreme to the sides, make it that it barely touch the end of the ice surface. So the 2d crowd won't get to the view unless it's really necessary.
