And the cpu overclock in dolphin is Emulated cpu. For Majora's Mask it probably runs around 15-20 fps at full speed (30 when paused) at 100% speed and clock. 400% would be slightly harder to be fullspeed but be a consistent 20/30

Lol right, I see there would be no need to use my GPU overclock. My main concern is how am I able to up my CPU overclock to 3.3GHz when I'm playing Dolphin?

Man I'm scared that I almost blew up my computer trying to run it like that.
It's hard to do that to a computer nowadays. I've got nothing else but following https://forums.dolphin-emu.org/Thread-unofficial-laptop-performance-guide. Putting it to high performance mode on cpu and gpu should be enough but you can always force throttlestop.

Definitely, thank you man. I tried throttlestop last night and it works like a beaut. I had a ton of fun playing Wii games again =]
