Here's my specs:

Intel Core i5-5200U
CPU @ 2.20GHz 2.19 GHz
8 GB RAM
System: 64 bit
OS: Windows 10
Graphics: GeForce GTX 950M

I'm running dolphin version 4.0 - 7840

When I run literally any game in dolphin, I get both audio and video stutters and horrendous framerates. I don't understand how that's possible when I can run games like Assassin's Creed, Skyrim, and pretty much most steam games on max settings 60+ FPS. I even get better framerates in Black Desert Online and it's not even that well optimized

I don't really know what any of these settings mean, which makes research on what settings to have difficult. If someone could hook me up with picking appropriate settings so get normal fps that would be appreciated.

I uninstalled dolphin 5.0 and tried 4.0 - 7840, so I pasted updated config / graphics settings in the links above
Setting the DSP emulation engine to HLE (in the Audio tab of the general configuration) is worth a try.

Did nothing

I finally got my controller working so I can actually test the framerate and it started out fine

the issue im having is its on and off: 60 fps and below 30 with terrible audio stutter
Intro to Zelda Twilight Princess was ok, until I got ingame then it was on and off choppy

Tried Metroid Prime 2: Echoes and intro was extremely choppy and stuttery, both audio and video
You mean it's at 60 fps sometimes and 30 fps sometimes, without being in between? Disable v-sync if you have it enabled.

Yeah, on and off. either its really smooth or shitty

V-sync is indeed disabled

I tried OpenGL and it works better than Direct3D, but it's still on and off choppyness. I also run fullscreen

Don't compare PC game to emulator, they're not even in the same league!
PC game can run directly on your system. Wii/GC game is not created to run on your system.
What emulator does is to create a virtual system to run game on it . Basically , just like how you boot windows inside another windows (VMware) and then run game on it
Emulator like Dolphin need a powerful CPU, your CPU isn't fast enough for it
If you take a look around , you will see most users here have 3GHz+ CPU , some of them even have 4GHz+ CPU

Anyway, you should check out the performance guide. Without doing anything , game will run like crap even on a high end laptop
https://dolphin-emu.org/docs/faq/#my-laptop-new-gpu-not-performing-well-it-should
Basically, you must force maximum clock speed out of your CPU/GPU

Also , you're better off using Direct3d12 (DX12) than using OpenGL . OpenGL is painfully slow

duely noted, ty

You say OpenGL is slower than direct3D? I don't understand, when I tested OpenGL it was choppy less often; with Direct3D it was choppy about 80-90% of the time, but with OpenGL it was choppy about 40-50% of the time, not as painful to play.
I could try it again, for adapter I'm supposed to use "NVIDIA GeForce GTX 950M", and not "Intel® HD Graphics 5500" or "Microsoft Basic Render Driver", correct? Like this: http://imgur.com/a/NGw3H

Not any Direct3d , not Direct3d11 but Direct3d12 (Directx12) which low level API
Wiki Wrote:The primary feature highlight for the new release of DirectX was the introduction of advanced low-level programming APIs for Direct3D 12 which can reduce driver overhead. Developers are now able to implement their own command lists and buffers to the GPU, allowing for more efficient resource utilization through parallel computation. Lead developer Max McMullen, stated that the main goal of Direct3D 12 is to achieve "console-level efficiency on phone, tablet and PC". The release of Direct3D 12 comes alongside other initiatives for low-overhead graphics APIs including AMD's Mantle for AMD graphics cards, Apple's Metal for iOS and OS X and Khronos Group's cross-platform Vulkan.

Also, please use the latest version , we no longer support Dolphin 4.0 xxxx

You didn't read the guide fully , did you ? Your GPU (GTX 950) is used by default but it does not run at maximum clock speed unless you force it by software (Nvidia CP) , same thing to your CPU

Was going to type more but looking at OP for your settings and I got ninja'd
