I will not tolerate people saying my advice is "irrelevant" when it is not, and I will stand up for myself. Don't want an argument? Then don't argue with me. Edit: I came to this thread to help the person, because I am actually a capable sysadmin.
Okay, you just got a warning. CPU and RAM usage before running Dolphin is irrelevant, and I could go on on a lot of other points backing my claim, but the ones Helios said in the post above are already enough. From you I just hear complaints after complaints, most of the time (not only there, but on other threads too), without adding anything useful to the discussion.

Dolphin has low RAM requirements and if CPU was being pegged, that would be very obvious in terms of general system usability, especially considering Dolphin needs a fast CPU, but no more than 2 dedicated threads anyways as we only use two hard working threads (which is a hack already)

You'd be very surprised how much your system can do in the background before Dolphin starts to become affected.

Anyways, if their profile is right and they literally have 1 GB of RAM, they're below the memory specifications for their OS, which is irrelevant to Dolphin, and their OS is struggling to keep things working. Please tell us what model your CPU and GPU is anyways OP, while it's likely already known what your problem is, I suspect it's a compounded problem of several things you can't do much about.

Your system is far too weak to run Dolphin. You have too little RAM to run your OS properly, your CPU is too weak to run Dolphin properly, and your GPU is too weak to run Dolphin properly
To run Dolphin smoothly , you will need a gaming PC
If you can build a PC from scratch or if you can ask someone to build it for you , get i3 6100 @ 3.7GHz + GTX 1050ti
Otherwise , something like this should be fine for Dolphin

If you can't afford to buy a computer, there is nothing you can do.
Then nothing we can do
Your current PC is weaker than the Wii/GC console, no way it can run any game at playable speed
The cheapest method right now is to buy a graphic card and plug it in your computer , as your PC doesn't have any
Something like GTX 750 or GTX 1050 doesn't require much power and these GPUs should work fine on any power supply (as long as it's not under 200W)

But I want to ask that why dolphin 3.0 does not show the grahics
I mean why it just remain a black screen with game menu sounds when working?
I think if cannot play Nintendo Wii games is still fine, as long as not all the games
