So for a while now, (I assume with either 4.0.1 or 4.0.2), Dolphin has had this issue where these two games stutter indefinitely, and it reminds me of interlacing.
I've tried every single graphical option, backend, Direct 3D9, 3D11, 3D12, Open GL, using external frame buffer, disabling all settings, enabling all settings, and no dice.
I've even tried using several versions of Dolphin to no avail. Here below is a video I've uploaded demonstrating the issue.
Set the video to 60 FPS to see the stuttering.
You need to make the video unlisted, not private, for us to see it
Since you don't mention it, does this happen in 5.0 stable? Does it happen in the latest 5.0-dev build?
You may have corrupted Dolphin settings messing with all that, have you tried deleting the Config folder in the Dolphin Emulator folder in My Documents?
Do you have the latest Nvidia Drivers?

I have actually deleted my configuration several times as well I forgot to add. Also: changed it to unlisted, I thought I had set that but guess I misclicked, thanks.
It happens in the latest Dolphin builds as well as stable from my testing. I tested all of the settings and each backend (outside of Vulkan) with each as well.
And yes, I have the latest Nvidia Drivers, however this has been going on for over a year or more.
I'm wagering it's something to do with interlacing as I think these games didn't support 480p.
Any info on this? Thanks.
