And here I am trying to wonder why on earth someone would want to play Tales of Graces on Android Dolphin.

Is translated to english/Spanish but the game don't boot if wii is not set to Japanese lang.

Well in android is impossible to do it. Because the wii settings are not stored in dolphin.ini so the only way to change lang is via dolphin PC and copy files to android
In the latest dev build, they are. Some SYSCONF settings are now stored in the Dolphin.ini and copied over to the real SYSCONF on game startup.
I would like to test this with tales of graces, what setting I would have to change in the SYSCONF in dolphin.ini?, Wiilanguage? ,SelectedLanguage? and what would be the values or the number corresponding to japanese language?
SYSCONF and Dolphin.ini are separate. SYSCONF's value is called IPL.LNG and Dolphin.ini's value is called WiiLanguage. For both, 0 means Japanese. If your version of Dolphin enough, I think you only have to edit Dolphin.ini, not SYSCONF.

I did this, I changed the ini value WiiLanguage to 0 but dolphin overrides this and puts again 1 automatically.
