That is probably false advertising
i5 6600k + Z170 if you want to OC . But honestly , i5 6600 stock speed is good enough for Dolphin
You may need i5 6600k @ 4.4GHz if you want good performance on Cemu (WiiU Emu) though

I may need to look for an ITX mobo with a z170 chipset then. 450w PSU should be plenty of power for the rig with all of these changes, right? I'm only calculating like 190 watts with the GPU and CPU, so I am assuming I'm good.

Yeah, that should be more than enough
I got the more power-hungry AMD A10 6790k @ 5.0GHz + GTX 750 on a 300W PSU and it was fine
