I tinkered them and RAM EFBs, D3D shows the animation overlays when the characters talk and disabling the fog seems to be the best workaround.
Nothing I tried fixed the maps looking like TV static.

I can confirm that this game has fog problems on latest revisions.
Not connected to any settings-its a bug introduced in some of the latest revisions.

This fixed the model issues, but now I have the reported portrait lines.
EDIT: I switched down to D9 and it looks like both problems are fixed, I'll report back if I find more problems.

I have yet to notice any fog problem, but I'm not too far into the game.
Can you describe the issue so I can find out if I have it?

The fog has no transparency, it whites out everything except the outlines of character models. This shot is from chapter 1:

Yeah this.
Half of the screen should NOT be white lol.
Just look at the screenshoots on the internet.
I can confirm I have the same issue with fog transparency with the latest Dolphin version.
For those that have the fog transparency issue, either use the 3.0 release or go back a few revisions. I think it first appears in one of the 6xx revisions, bonus points to whoever finds the exact one it first crops up in.

x64 3.0-645 didn't have fog problem
x64 3.0-651 does
Map is static even with Scaled EFB Copy unchecked for both.

It seems map is fixed by setting EFB Copies to 'RAM'
