It's not a "library" in that sense. What it means is that every game that Nintendo officially licensed for release on the GameCube now can boot in Dolphin.

If you want all the GameCube games, you have to track them all down and buy them.

Buying games is easy, hard is to copy the disk. There are a few drives available which are able to read Wii discs, but by far the easier way is to use a real wii. Just use cleanrip, start it with an sd card, and the banner bomb. The wii doesn't need to be cracked, so the common way is to ask for the hardware if you don't have one on your own.

You have to first install the Homebrew Channel using BannerBomb, and then launch CleanRip from the Homebrew Channel. This is because CleanRip relies on being launched with AHBPROT disabled.
