Only option left is frameskipping, also make sure to disable the second monitor (if you have one). Wind Waker runs natively at 30 FPS btw.
I have Wind Waker running on 100% o.O.
I use this:
Orleans builds (4470)
Enable Dual Core [+]
Enable Idle Skipping [+]
Unlimited Jit Cache [+]
Enable Cheats [-]
HLE the IPL [+]
CPU Emulator Engine:
JIT Recompiler
Lock threads to cores [+]
Optimize Quantizers [+]
DPS on thread [+]

I also use the Direct X plugin.
And 1 more thing: Go to the game list, right click on Zelda Wind Waker --> Properties --> Projection Hack (all the way down) --> Zelda Twilight Princess Bloom Hack.

My dvd drive burned out on my wii and my boy loves GC games. I can't put them on usb loader so dolphin emulator is my only option. I can't get the zelda games (four swords and wind waker) to run at 100% full screen and people with less system specs than I have are making it work. I must be missing something. Here are my specs. Please help me know correct settings to make those GC zelda games work. Thanks

Read the first post. It's not that confusing. I'm having troubles getting my GameCube games to run at 100% on my computer.
