I've been fiddling with the settings for a while now, and I can't seem to get the game to not lag. It lags specifically when there are a lot of npcs in the area (Like the level after the jail cutscene in the beginning of the game). Cutscenes (i.e. Brown Pianta Running at the beginning of the level mentioned earlier) also lag ALOT. The framerate goes from 60 to 18 whenever a cutscene initiates (I am using the 60FPS Gecko Hack). I've tried everything and nothing seems to be working, any help would be greatly appreciated.

The 60 FPS hack makes that game more CPU intensive, and you already have a kinda-weak CPU. Try turning the 60 FPS hack off
Oh i forgot to put my cpu specs, I dont have a weak cpu thats the thing. And it lagged horribly before the 60fps hack, and i tried it to make it run better

The 60 fps hack makes it average 35 fps on my pc (normal average 30)
Yes so I'm not really sure why it lags horribly, my computer is able to handle it. I just need to know the settings to adjust
Make sure you are using hle audio and lets see your graphics menu.

Turn off Anti-Ailising and bring down your Internal resolution and see if that helps. My GTX 770M can barely run the 60 fps patch at those settings, and your GPU is weaker than mine.
Also, switch over to OpenGL, as it is faster the D3D11 on Nvidia GPUs
You should really drop the 60 FPS code. I prefer to have higher resolution quality than the extra FPS. The game still runs fine at 30 FPS through. Keep in mind this game was designed for 30 FPS, not 60 FPS. So going all the way to 60 FPS increases the requirements to emulate this game considerable. Only use the 60 FPS code if you have the extra power to spare. Dolphin needs the extra spare power for the quirks this game has. Super Mario Sunshine rquires Store EFB Copies to Texture Only since it causes issues, however it is also more power intensive. Anti-Aliasing also causes issues when set to SSAA (I don't think MSAA causes any issues for SMS). Super Mario Sunshine has some nasty issues (most noticeable with the goo) that may cause you to disable favourable settings.

Each game that you need to disable Store EFB Copies to Texture Only is a bad situation to be in as it increases the CPU load considerable. Add an 60 FPS code on top of that and it is no wonder why this game demands so much power suddenly.
I got it working fine now, thanks guys
