Make sure you don't have any anti-virus software or other background tasks that could be using all your disk access.
Also, try creating a blank file in your folder where the Dolphin.exe is located called "portable.txt" (with no quotes) and don't change any settings from their default. If the issue goes away it could mean you have a broken config or something in your global Dolphin settings.
