On the Internet I found some news about a Catalyst 9.10 beta driver. It was released by MSI, but should work with all Radeon HD Cards.

Does the Memory still gets filled up more and more when playing Dolphin?

I need to wait for the AGP hotfix to test this version. But 9.9 is working just fine here.
