With Windows 10's release,
they already had this policy in place. It just wasn't enforced. Now it is.
You can still load cross signed drivers if you enable Test Mode, AFAIK
(libwdi automatically cross-sign unsigned drivers, for example)
At this point I'm just waiting for Linux to take off, but that won't happen because no one realises that Wine is the key to raising Linux adaption
Wine is not something an average user will ever want to mess with. Especially considering the times Wine works with an application perfectly with zero configuration required. Very very few.
Which is exactly why people need to pay more attention to it and Red Hat or Canonical need to invest into it.
From my view the issue Wine will never stop running into is the fact that they can never be perfect, or even good enough to be considered usable in most cases since new APIs in Microsoft's field keep being made and used.
Because of that, even if it got *close*, a user will always look at the small fiddling they have to do to get something that isn't in Linux working in Linux and just think "Well why don't I just use Not-Linux?"
Microsoft's telemetrics isn't remotely enough of a reason. There are tons of people that are tech illiterate and don't know / care.
Everyone uses a PC now. Nerds that like to care about "complex" stuff like Wine are very few. Most users don't even know that .exe are programs and only rely on desktop/start menu shortcuts.

Unfortunately I cannot build a polarized point of view regarding the recent anniversary update, only say they indeed added several things.
While "normal" updates have generally never been so bad for me throughout Windows versions, *big* ones like the service packs and the like (i.e., whatever they're called now for win10) always were a problem. This is why I used windows updates for that only if no other choice was left (which was sadly quite often since I rarely got a new iso for the current windows), but now that one can download Windows 7, 8.1 and 10 ISOs freely from Microsoft's site I always do clean install whenever a new "release" update is released.
Respect "telemetry", correct me if wrong, but when doing the clean installation I disable everything from all those enable/disable weird options.
Sadly I agree with mr Helios regarding Wine; pitty to know situation hasn't changed very much since some... 4 years ago? Though I'd like to use KVM and gpu passing-through instead of dual-boot, if it became easier and if I wasn't afraid (and if I had a pc of my own).
Respect Windows/Linux overall, wasn't there a crepy rumor that Ubuntu had officially allied with Microsoft and now they share things, and possibly planning a Winbuntu OS?
Microsoft and Canonical worked together on the Windows Subsystem for Linux, which is basically reverse Wine for running command-line linux executables under Windows. It properly launched with the anniversary update, so that might be what you were thinking of.
