Is it automatically enabled on these devices? do you have to edit the .ini? (SATV)
Those are devices which support ES 3.2. You don't "enable" it. Dolphin will use it if the device supports it.
My Samsung Galaxy S7 doesn't support ES 3.2. Did I skip an update?

Yea, there were a number of revisions pushed, you need to get your phone updated:

Is nexus 9 getting any sort of update?

How should I update my phone exactly? I already have the latest system update and can't go any further.
Just wait for OTA (depending on your network carrier or location), likely to be included with monthly security patch. BTW. Galaxy S6 unlocked CH (Swiss) is still running on lollipop, Samsung Swiss team has some issue pushing MM, just as an example

My security patch level is July 1, 2016, and I have yet to upgrade it this month (probably). I'm not sure what day I'll get it, though, but if it does arrive, I hope it'll come bundled with OpenGL ES 3.2.

don't get any hopes running dolphin on it. 
It might have a good gpu but the CPU is not compatible because its only 32bit.
