Sorry bad english.

Im back again after several months gone here. i see that there is dolphin 5.0 and d3d12 backend but i cant see in graphics option
only d3d11 backend my graphics card is gtx 750ti thank you so much
From my googling, I'm getting that the 750ti doesn't support DX12 at the hardware level

and bunch of "it supports DX12" and "it doesn't"

If you're on the latest driver version and have Windows 10, then yes, the GTX 750 Ti supports Dx12.

So the reason you can't see it is because you're on Windows 7.
It does . Only Fermi(GTX 4xx and GTX 5xx and some GT 6xx) and Tesla ( GTX 9xxx, GTX 2xx and GT 8xxx) don't support DX12
GTX 750 and GTX 750Ti are the first Maxwell cards , same as your maxwell GTX 970 while the rest GTX 7xx are Kepler card
Tesla < Fermi < Kepler < Maxwell < Pascal
The reason why he can't see DX12 is simple , he does not use Windows 10 x64 but Windows 7 x64 . DX12 is exclusive to Windows 10...
