I bet he is using DirectX11 backend with a GPU that supports DirectX 10/10.1. Same reason why my laptop with an Intel HD Graphics 2000 can run Dolphin at all.

Hint : Don't play game on a laptop if you can't afford a gaming one . Laptop with iGPU sucks !
I have i5 4300M @ 3.3GHz (Intel HD 4600) , while most games can be playable , demanding games are completely out of the question even if I use lowest resolution
Desktop is cheap and you can upgrade GPU if you want to , HD 7750 (less than $30 on ebay) can play all games at 1080p

Do I have to be rich to buy a decent computer ? A mini ITX PC (G3258 @ 4.2GHz on stock cooler + GTX 750Ti ) could be built for like $300 minimum
Just find a job , a part time job is fine . I used to work at restaurant . They paid me $12 per hour (equivalent to 1500 Japanese Yen at that time) , I can earn $300 in 3 days , $800 in 8 days and that $800 is enough for me to buy another gaming laptop if I want to
