I have no idea if it works on GC game or not but it works fine in Sonic Colors , 60FPS all the time
Make sure you enable "EFB copies to Texture" , enable cheat and open graphic setting in-game to overwrite game.ini setting . I don't even need to enable CPU-clock override

Same issue even when i enabled all the options you suggest, tho i might be using the wrong AR codes since the one from sonic colors looks like this: 008F2D97 00000001 and the ones for GC look like this: GJ34-2X63-ZH15Z. But unable to find any other codes than the one i just listed for action replay
Was able to fix the flicking issue by going into the .ini for vexx and turning off
- Enable MMU
- Skip DCBZ clearing
- Synchronize GPU thread
then adding the following line to the config file.
[Core]
Overclock = 1.500000
OverclockEnable = False
now the game runs at a steady 60 fps and doesn't hover between 30 - 60 fps anymore
It sounds like your V-sync is messing up if its flickering between 30 and 60 fps and nothing in between.
Turn off v-sync in Dolphins menu and do not force V-sync via the GPU drivers.

v-sync is off their is no real indication as to why it suddenly drops to 30. with the info i added it stays 60 majority of the time but for some reason it drops too 30 and the cpu usage goes from 50% to 10%
vsync is probably being forced on in drivers somewhere.
This is a common problem with users.
