The last thing you can try is switching the graphics backend from OpenGL to Direct3D 11. You won't be running Direct3D 12 because your GPU doesn't support it.
But yeah, that game probably won't be running fast for you.
And yes, that GPU is very slow and very old.
You should research Dolphin on a game by game basis if you want to buy hardware, different games have different requirements, your laptop should play stuff like Windwaker, NSMB Wii, Melee/brawl just fine and maybe not what you're trying at the moment.
You can also try to check your temps and make sure you're not overheating.
You're also missing something here: the FAQ lists recent i5 models as good enough, you have a 2nd gen i5 which is pretty old and this point and it doesn't have a high clock. In other words, even a recent i3 should outperform your old i5 by a rather high margin. You can still run Dolphin on this laptop, but only with lightweight games (Shadow the Hedgehog isn't). Some games that may run very well on this machine includes Luigi's Mansion, Crazy Taxi, Bomberman Generation, Mario Kart Double Dash!! and similar...

Why are there so many users still trying to use Dolphin with Windows XP x86 x32. It only causes headaches. Windows XP or 32-bit systems are not up to the task to properly run Dolphin. If your CPU is stuck to 32-bit then you will never likely to able to run any game at fullspeed. If your GPU is so old you are limited to DirectX 9 then neither will you be able to run at fullspeed. Not to mention, DirectX 9 had no integer support and had to be removed.
Having an underpreformed system only causes you to run games slowly (have fun at 5 FPS) and inaccurately (so many fun colors in Super Mario Sunshine and Wind Waker had with DirectX 9). 32 bit and DirectX 9 only existed in the first place because there was no D3D10 or 64-bit operating systems yet for the users. Keep in mind, Dolphin was first seen in 2003 and became open source in 2008. Windows Vista (the first Windows operating system with 64-bit support) was released in January 2007 along with D3D10.
Dolphin was never intended to work at fullspeed and high accuracy with older systems. It was just a lack of technogies in that time. If you ask me, Project64 has to become 64-bit too. The Nintendo 64 is a 64-bit console after all. Why would you want to emulate a 64-bit console on a 32-bit operating system. It just makes things hard, having 32-bit and 64-bit versions of Dolphin just means more code to maintain. 32-bit was just doomed from the start.
Either way, you're unsupported.

That's a good argument why the OPs' GPU sucks so hard. The intel HD3000 has no support for 32bit integers either, the multiplication requires many operations in a row. It still runs, but in this way, dolphin will run even slower compared to common games.
