I've already answered your question . Maximum Settings = Highest as possible Internal Resolution + Highest as possible Anti-Aliasing
4xIR(2560x2112) + 9x SSAA is used to be the highest , only the GTX Titan can handle this (tested by @Rdilus)
Actually , It's 8xIR (5120x4224) + 8x SSAA now but no GPU on earth can handle this insane resolution
Your HD 7770 is low end GPU by today standard . My GTX 750ti can handle 3xIR + 4xMSAA in most games or 4xIR without AA , HD 7770 is a little bit slower than GTX 750 ti . So no

so i have to upgrade my pc from scratch to be able to handle the new 1080 card?

Depending on the game you want to play . If you want to play the most demanding game The Last Story at very high resolution , you will need to upgrade your CPU
According to the only Official Dolphin Benchmark , Haswell is 30% faster than Ivy Bridge . As you can see in the result , my i7 4700MQ is clearly faster than i7 3770 yet barely handle The Last Story . The latest Skylake is 5-10% faster than Haswell . So if you upgrade i7 3770 to i7 6700K for example , you will likely gain 40% speed up in Dolphin
However , for PC games or video encoding task , the difference is too small to be noticeable or really worth the upgrade
