Desyncs on frame 0 usually indicate a major problem on the setups. Have you considered setting up a portable version of Dolphin without any of your main settings? Forgoing that, try turning off volatile things like memory cards to try and narrow down the issue.

I played Time Splitters Future Perfect on netplay not that long ago without issues.

My doesn't ever have Desync on frame 0 or even Desync just really terrible lag :/ and only going down to really low resolution seems to fix it
