At stated if I edit config for a specific game and set/force video backend to something other than what it is set to in the settings i get a crash every time when I exit the emulator

This is a known issue. It will not be fixed before the release of Dolphin 5.0 as far as we know. https://github.com/dolphin-emu/dolphin/pull/3666

Yeah, the pull request is a hack; we need to rewrite the entire config system. Isn't happening any time soon.
