The truth about how bad amd cpus are for Dolphin is somewhere between:

and regular single core cpu benchmarks.

Anyways, since people with overclocked intel cpus still have issues with RS2 or RS3(forgot which one is more demanding), i doubt that it worked smooth before you formatted your pc. Are you sure you did not use the cpu overclock feature to clock the emulated cpu down or something?
In that case i must have been lucky before as i have never used the overclocking option within dolphin and have not overclocked my cpu.
And i apolagise if i m wrong.
But am frustrated this is my system running starwars rougue squadron with ri res GLRE64/GSWE64 no one elses and no changes https://www.youtube.com/watch?v=74Y8gacSd_s and the config was backed up when i reformated.
After if was running slow i deleted config and started from scratch still the same.
