You might also want to check the Windows event log to see if you're getting any errors from the TAP.

You mean in the PSO setup? I've double and triple checked the IPs, they're definitely right.

I took the following screenshot showing the connections bridged, and TAP adapter showing "unplugged". I'm not seeing anything in event viewer that looks related but we're getting out of my depth there...

My connection normally has a static internal IP (http://imgur.com/I5T5dkn), does this change anything with how I need to set up the bridge?
Based on that screenshot, you set the BBA to 192.168.0.16 (assuming nothing else uses .16 on your network) and the gateway to 192.168.0.1, right? I'm pretty sure that the TAP adapter will always say a network cable is unplugged unless PSO is actually running in online mode (because the virtual Ethernet cable attached to the virtual BBA is also attached to the TAP adapter).
That figures. I'll keep an eye on the adapter when I get home from work tonight and can test. Regarding IPs... I set the BBA to use 192.168.1.1 (my router is set to assign IPs automatically from 0.1 to 0.254 so this was definitely out of its scope) and yeah, gateway was 192.168.0.1
Aha! That's why it doesn't work. You can't use .1.1 when the rest of your equipment is on .0.x. You need to use .0.x, where x is not in the range assigned by your DHCP server or statically assigned to another machine. Since your PC is manually set to 0.15, you can check your printer(s) and other PC(s) to see what their addresses are and set the BBA to the first address that isn't in use (0.16, 17, 18...).

You should also update from Dolphin 4.0.2 if your profile is correct. Not only does the latest development Dolphin have important BBA stability fixes, but 4.0.2 can't emulate the GC keyboard, so you won't be able to talk to anybody online at a normal speed, which is terrible.

I feel SO stupid right now. I'll add that to my list to try. I'll set it far away from anything in use (like 0.100 or something) because I have people coming and going a lot.

My profile is out of date, I'm on .9442
My word... that was it. Thank you for your patience with me!
