So I made a Melee TAS and when I go to dump the frames, the .avi is so horribly distorted that you can't even make out what game it is. It's as if it the screen was put into a paper shredder or something. I've tried various revisions of Dolphin (mostly 4.0-9000 and up) but none have helped. It's not my PC either because I had the same issue on my laptop as well. I've also noticed that, compared to the older revisions of Dolphin that I used before taking an almost year-long break from any sort of TAS editing, the new revisions don't ask me which encoder I want to use. I select "Dump Frames", hit "Play Input Recording", and it starts playback with no dialogue box or anything. Here's a screencap of the distorted video:

That happens if the window changes size while you're recording the video.

Is there an issue about this on the bug tracker? I don't know if somebody is willing to spend time to fix this, but not allowing to change the window size while recording, that might be good enough for most people.

I found a workaround. I changed "Force 16:9" to "Stretch to Window" after going fullscreen. Worked like a charm! Thanks for your help, guys.
