Back in older builds, you would apply the patch and then set the frame limit to 120. But now, speedlimit replaced frame limit, and it speeds up the audio and the cutscenes in the game. How would you use the 60 fps patch now that frame limit is gone?
Did you try the VBeam hack on game properties?

that game settings is ment to replace emulaltors game settings, not one in my documents
Use the Gecko code that IcemanSR posted. It works better than the old code it sounds like you have, and it doesn't require any special settings. You do not need to change Dolphin's speed, use Ishiiruka or use the vbeam hack.

Why? Ishiiruka and the fast EFB hack are in no way needed for the 60 fps hack.

Turning Works Improperly
If you have "Skip EFB Access to CPU" turned on, the game thinks you're behind an object and makes the turning radius much tighter. To avoid this, make sure Skip EFB Access to CPU is disabled.

That's true, but you're recommending a custom build to solve a problem that nobody in this topic asked about in the first place. Not everyone needs the fast EFB hack to get good enough performance.
i only suggested ishiiruka because of fast efb, regular dolphin efb really kills performance on even strong machines.

There is a written rule saying that you aren't supposed to recommend custom builds unless they solve a specific issue. The original post asked how to use the 60 fps hack, not what can be done in general or how to get better performance.
Not to mention Tino's fast EFB implementation is a total hack that is known to break a ton of things. Don't recommend it unless you have to.
Additionally, if unofficial build users weren't so out of date with what master does and how well it would perform, you would know that a machine like like that will very much run fine on SMS at high IRs with tons of AA without the need for broken hacks. This is also why we don't recommend broken hacks. 9/10, users don't need it, they just messed up config somewhere which is making Dolphin slow for them.
The 60 FPS code works fine on the latest official development version. There is no need for a custom build such as Ishiiruka. Just add and enable the 60 FPS (Region-Free) code as a Gecko code. There is also a Gecko code for a 16:9 Aspect Ratio Fix. Just check the wiki page for Super Mario Sunshine. The only issue with this 60 FPS code is that cutscenes run slowly, but then again, how many cutscenes does this game have. In other words, there aren't that many more cutscenes after you have collected your first star at the airport.
The old 60 FPS code was a patch and did not work very well on Dolphin. It indeed required the VBeam hack which was quickly removed. Ishiiruka could use a hack similar to VBeam to solve that and maintain the audio at normal speed at 60 FPS. The wiki page lists a newer code, which is a Gecko Code as mentioned above.
And yes, I must agree with Helios and JosJuice that the latest development versions are much more stable and even smoother / faster than Ishiiruka. There were times I used Ishiiruka when the official builds did not have Texture Preloading or D3D12 yet. These days, Ishiiruka is only useful (at least for me) for it's post-processing filters and texture scaling (quite useful for Paper Mario N64). Expect Ishiiruka to crash a lot, especially when changing settings. The official builds really work that smooth.
