RE(4) on the Wii definitely needs the Wiimote pointer to aim your gun, IIRC. Upside is you can find something like (http://www.amazon.com/Nextronics-Sensor-Bar-USB-Wii-Nintendo/dp/B001UAAX60) and use it and it'll work fine

Does this adapter is plug and play?
If you use the Dolphin Bar, you don't need a separate Bluetooth dongle.

The product TehGuy linked to is just a sensor bar, *not* the Dolphin Bar.

For the GCN controller, the one you linked seems to be the official adapter for Wii U. That means it should work out of the box with Dolphin. At least on Windows -- I remember seeing on the forum that it doesn't work properly with Linux (not sure though…).

The Wii Balance Board connects via Bluetooth (and actually, if you look in the HOME menu, you'll notice that it is connected as the 4th Wiimote), so yes, it should work.

Yes, that's Wind Waker. You can recognise it fairly easily by the art style.

Well, Dolphin is a GameCube/Wii emulator; it doesn't emulate Wii U games so yes, the GCN version of Wind Waker.

DX 12 is on W10 i think, not in Windows 7
